All fertilizers are essentially harmless to
hummingbirds, so in that sense they are safe. It should
be safe for most plants to apply fertilizers as long as
you do it more or less according to the label
directions. If you apply osmocote or similar
time-release fertilizers, i wouldn't use another type of
fertilizer until the osmocote has disappeared from the
soil - the label should tell you how long the fertilizer
lasts.
